Job Description - 

  • This is a leadership position with high level, complex management tasks and decision making.
  • You will be responsible for:
    • Administration of licensing elevator and amusement ride inspectors for Missouri.
    • Directing the management of files of all elevators, escalators, moving walks, lifts, dumbwaiters, and associated equipment in Missouri.
    • Submit written reports and address questions regarding elevator and amusement ride rules and regulations.
    • Oversee the permitting process of all amusement rides in Missouri.
    • Research and compile reports for the Elevator Safety and Amusement Ride Safety Boards.
    • Perform elevator and amusement ride inspections as required.

Qualifications - 

  • Must be of good moral character; shall not have been convicted of a felony or other crime involving moral turpitude; and shall be a citizen of the United States; and
  • Shall possess a valid Missouri Driver’s License, or able to obtain one within 30 days of employment; and
  • Graduate from an accredited school four-year college with major work in engineering, architecture, public administration, or related field; four years professional elevator inspection experience; and hold an American Society of Mechanical Engineers Qualified Elevator Inspector (QEI) certification; or
  • Graduate from an accredited two-year college or university with major course in engineering, architecture, public administration, or related field; six years professional elevator inspection experience; and hold a QEI certification; or
  • High school education or the equivalent and at least eight years professional elevator experience and hold a QEI certification. Two years’ experience as a manager, trainer, or supervisor is required; and
  • Ability to obtain National Association of Amusement Ride Safety Officials (NAARSO) - Level 1 certification within 18 months of employment.

Additional Qualifications and Requirements

  • Ability to understand and carry out complex oral and written directions and to maintain complex records.
  • Must be able to operate standard office equipment such as adding, calculating, fax, and copy machines.
  • Must have thorough knowledge of PC operating system, Windows, and Microsoft Office programs.

Position: Elevator Inspector

Summary

Conveyance Inspectors perform complex inspections of new and existing conveyance equipment, including elevators, escalators, vertical platform lifts, and dumb waiters to ensure compliance with standard building and safety codes. Conveyance Inspectors are responsible for enforcing compliance with codes to ensure public safety. Conveyance Inspectors investigate complaints concerning conveyance equipment, recommend repairs, and follow up to ensure compliance. Conveyance Inspectors can stop operations of unsafe conveyance equipment, or cancel permits, depending on their findings. Conveyance Inspectors maintain accurate records and reports of each inspection. Requirements

Education and Experience: Must possess and maintain a valid Colorado Driver's License. Must obtain NAESA ASME QEI-1 Standard for Qualified Conveyance Inspectors within 1 (one) year, must maintain certification of qualifications based on the ASME QEI-1 Standard for Qualified Conveyance Inspectors as well as NAESA’s terms. Must have a minimum of a High School diploma or equivalent. Must have experience in dealing with the public and the ability to maintain temperament during difficult situations.  Must be computer literate in order to retrieve, update and keep accurate details concerning inspection projects, and inspection results. Ideal candidate should have considerable knowledge of the principles, practices, materials, and tools of the electrical construction trade. Must have some knowledge of applicable ordinances and codes. Must be able to use a laptop computer to enter and update information as well as look up code and standards related to conveyance inspections. Ideal candidate should possess the ability to read plans, blueprints, engineering reports, and specifications, and to interpret and work from them.  Must exhibit good social skills and be able to deal with the public. Need to be able to communicate effectively both verbally and in writing.

 The Elevator and Amusement Device Bureau of the Department of Labor, under the direction of the North Carolina Commissioner of Labor, is charged with the responsibility for administering North Carolina General Statute, Chapter 95, Article 14A, known as the Elevator Safety Act of North Carolina, the Amusement Device Safety Act, Chapter 95, Article 14B and the Passenger Tramway Safety Act, Chapter 95, Article 15.  Elevator Inspector inspects a variety of passenger-carrying devices to determine safe operating conditions and to detect potential hazards or mechanical failures. Enforces provisions of state and national safety codes for elevators, escalators, personnel hoists, amusement devices and the like. Position has condemnation authority of unsafe passenger-carrying equipment and conducts investigations of accidents where unsafe equipment or operations were involved.

Knowledge, Skills and Abilities/ Competencies

  •  Demonstrated ability to accurately and precisely inspect equipment with intricate and complex systems.

Main Physical Requirements of Position:

  • Must be able to complete tasks in a potentially noisy environment.
     
      All NC Department of Labor Elevator Inspectors are required to be certified as a Qualified or Certified Elevator Inspector (in accordance with ASME QEl-1) from an organization granted accreditation under ISO/IEC 17024 by the ANSI National Accreditation Board (ANAB) prior to conducting independent elevator inspections. The QEI certification requires a rigorous background check and examination process, and the inspector must continue to maintain these qualifications based on the ASME QEI-1 Standard for Qualified Elevator Inspectors.  If a candidate does not already have this certification when applying for a position with NCDOL, once hired, they will be given study time and two opportunities to take the QEI examination. NCDOL will pay for two examination fees. If an employee does not pass the QEI exam after two attempts, the employee will be separated from the agency. A candidate must read and sign an acknowledgement of this requirement during the interview process.

Position Summary & Responsibilities

Position Summary:  

The Industrial Safety Division Chief leads the State Fire Marshal programs to ensure the safety of boilers and passenger elevators throughout Kansas. The Division Chief provides leadership to employees of the division and serves as part of the agency command staff. This position works collaboratively with agency command staff to determine overall strategic goals and objectives for the Industrial Safety Division. 

The Industrial Safety Division Chief is responsible for oversight of all aspects of the division’s work including developing and managing the division’s annual operating budget.

In addition, the Industrial Safety Division Chief serves as the subject matter expert for the State Fire Marshal on building codes, fire safety codes, construction, structural engineering, and nationally promulgated standards for the installation, maintenance, and safe operation of boilers, passenger elevators, and escalators. The Industrial Safety Division Chief will also be required to speak publicly about the boiler and elevator programs to members of the public, industry stakeholders, and legislative committees. The Industrial Safety Division Chief will be responsible to coordinate meetings of the Kansas Elevator Safety Advisory Board. This is a supervisory position that oversees employees who are based both remotely, working independently around the state and in the main office located in Topeka.

Local, state, and national meetings are attended as necessary to obtain and convey appropriate information. 20% travel is required.

Qualifications

Education:

  • Bachelor’s degree in engineering from an ABET (Accreditation Board of Engineering and Technology) accredited engineering school.

Licensing & Certificate:

  • Valid Driver’s License
  • Professional Engineering (PE) License recognized by the Kansas Board of Technical Professions or must obtain a Kansas license within six months.

Minimum Qualifications:

  • Five years of engineering experience is required after obtaining the PE License.
  • Ability to interpret and utilize civil engineering plans, reports, and calculations. 
  • Ability to communicate effectively, both orally and written; develop and maintain effective working relationships; and supervise a staff of employees.
  • Ability to prepare, interpret, and utilize engineering plans, maps, specifications, and reports.
  • At least two years’ experience supervising employees and managing programs.

Preferred Qualifications:

  • Professional experience in structural and / or mechanical engineering. 
  • Extensive knowledge of engineering principles and practices; state and federal laws and criteria related to engineering standards; reference materials in the field of engineering.
  • Experience in providing effective training to employees and education to stakeholders
  • Experience with the state legislative and rules and regulation approval processes.
  • Ability to translate and clearly present engineering standards and other technical information to members of the elevator advisory board, state legislators, the state fire marshal and to public and private stakeholder audiences.
  • Experience in formulating and managing budgets

Education/Experience

  • Possession of current QEI (Qualified Elevator Inspector) certification OR 5 years’ experience in the elevator industry performing elevator inspections, service, repairs, and or testing of elevator systems.  Education in the engineering discipline may be substituted for two years of field experience.

Demonstrated knowledge of the following:

  • The methods and practices involved in installing, repairing and maintaining a variety of electric and hydraulic elevators, escalators and moving walks
  • Fundamental mechanical and electrical principles as they apply to elevators and similar controls
  • Stages of construction when possible violations and defects may most easily be observed and corrected
  • Application of the American National Standard Safety Code for Elevators, Dumbwaiters, Escalators and Moving Walks as referenced and amended in the Construction Code, as well as jurisdictional requirements.
  • Ability to use graphic instructions such as blueprints, schematic drawings and layouts, and comprehend and make inferences from written materials and code documents.
